I'm finally posting my first tutorial, yay!
I'm pretty sure it's translatable. No selective coloring.
Involves Color Balance, Channel Mixer, Color Layers.
1. Find your image, crop to 100x100, sharpen, etc.
2. New Color Balance Layer. Use these settings:
Shadows: -48, -15, -10
Midtones: -27, 0, 0
Highlights: 17, -37, 19
(the -37 will have to go down depending on the image. you dont want it really pink-ish. for lighter images, set it to -10)
3. New Channel Mixer. Use these settings:
Blue: -14
4. New Raster Layer. Fill it up with #b3e5f3 (light blue) and set it to burn. Adjust opacity if needed. You don't want it too blue.
5. New Raster Layer. Fill it with #0b2655 (dark blue) and set it to exclusion 100%.
6. Duplicate base, drag to top, set it to softlight. Adjust the opacity if needed.
7. New Hue/Saturation/Lightness Layer. Use these settings:
Master Saturation: 20 - 35 (depending on your image)
8. Add this texture on the side and leave it at normal.

Sorry, I don't know who made it. I've had it saved forever.
9. Add this tiny text on the paper texture. Set it to multiply.

Once again, I don't know who made it.
10. Add text, merge, and you're done!
